What is “governance”?	”管理“是什么？
The term governance often gives rise to confusion because it is (erroneously) assumed that it must refer solely to acts or duties of the government.	管理一词经常会引起困惑，因为它（错误地）假设它一定就仅仅是指政府的行为或职责。
