What is “governance”?	”گردانندگي“ چيست؟
The term governance often gives rise to confusion because it is (erroneously) assumed that it must refer solely to acts or duties of the government.	واژه گردانندگي غالبا موجب گمراهي ميشود چرا كه (به اشتباه) اينطور تصور ميشود كه بايستي تنها اشاره به اعمال و وظايف يك دولت داشته باشد.
Of course, governments do play an important role in many kinds of governance.	البته كه دولتها نقش قطعا مهمي در بسياري از انواع گردانندگي ايفا ميكنند.
However, in fact, the concept is far broader, and extends beyond merely the State.	با اينحال، در واقع اين مفهوم بسيار وسيعتر ميباشد و فراتر از فقط دولت است.

This etymology suggests a broader definition for governance.	علم اشتقاق واژه ها مفهوم وسيعتري را براي گردانندگي قائل است.
One important implication of this broader view is that governance includes multiple tools and mechanisms.	يك معني مهم كه از اين ديدگاه وسيعتر برميايد آن است كه گردانندگي ابزار و مكانيزمهاي چندگانه اي را شامل ميشود.
Traditional law and policy are certainly among those mechanisms.	قانون و سياست سنتي قطعا كه از جمله اين مكانيزمها ميباشند.
However, as we shall see throughout this primer, governance can take place through many other channels.	با اينحال همانگونه كه در سراسر اين آغازگر خواهيم ديد گردانندگي ميتواند از طريق بسياري كانالهاي ديگر صورت بگيرد.
