What is “governance”?	حکومتولي چیشی دی؟
The term governance often gives rise to confusion because it is (erroneously) assumed that it must refer solely to acts or duties of the government.	د حکومتولي لغت اکثره وخت د ګډوډۍ سبب ګرځي، ځکه (په کم علمۍ) فکر کیږي چي دا یوازي د دولت عملونو او دندو ته اشاره کوي.
Of course, governments do play an important role in many kinds of governance.	.هو، حکومت د حکومتولي په ډیرو اړخونو کي مهم رول لري
However, in fact, the concept is far broader, and extends beyond merely the State.	ولی په حقیقت کي، دغه مفهوم تر دي ډیر پراخه او یوازي په دولت پوري ندی تړلی.
For example, we have seen increasing reference recently to the notion of “corporate governance”, a process that involves oversight both by the State and by a host of non-State bodies, including corporations themselves.	د بېلګې په توګه، په دې وروستیو کې مونږ د "شرکتونو حاکمیت" یا "کارپوریټ ګورننس" په اړه زیات اوریدلي دي، دا هغه بهیر دی چې هم د دولت او هم د بېلابېلو غیر دولتي ادارو له لوري څارنه پکې شامله ده، چې شرکتونه هم پکي ونډه لري .
Don McLean points out that the word governance derives from the Latin word “gubernare”, which refers to the action of steering a ship.	ډان مک لین یادونه کوي چې د "حاکمیت" کلمه له لاتیني کلمي ګبرنر څخه اخیستل شوې ده، چې د بېړۍ د سمت ټاکلو عمل ته اشاره کوي.
This etymology suggests a broader definition for governance.	دا اشتقاق د حاکمیت لپاره یو جامع تعریف وړاندې کوي
One important implication of this broader view is that governance includes multiple tools and mechanisms.	د دې پراخ تعریف یوه مهم اړخ دا دی چې د حاکمیت ټول میکانیزمونه په ځان کې شاملوي.
Traditional law and policy are certainly among those mechanisms.	رایج قانون او پالیسۍ بې له شکه د دې میکانیزمونو برخه ده.
However, as we shall see throughout this primer, governance can take place through many other channels.	خو، مونږ به د دې ابتدایي لارښود په اوږدو کې وګورو چي حاکمیت کولی شي د نورو ګڼو لارو هم ترسره شي.
Technology, social norms, decision-making procedures, and institutional design: all of these are as equally important in governance as law or policy.	ټیکنالوژي، ټولنیز دودونه، د پریکړو لاري، او اداري جوړښت : دا ټولې هغه برخې دي چي د قانون یا پالیسۍ په څیر په حاکمیت کې مهمي دي.
